Tri-Valley Medi-Cal Outreach & Retention Initiative

As part of our mission to empower local nonprofits, strengthen partnerships and inspire collective action across the Tri-Valley, TVNPA is partnering with Alameda County Health through a grant-funded Medi-Cal Outreach & Retention Initiative. Working alongside trusted nonprofit and healthcare partners, TVNPA is helping residents in Dublin, Livermore and Pleasanton understand significant Medi-Cal and Denti-Cal changes, identify which changes may affect them, and connect with enrollment, renewal, dental and healthcare resources. Our goal is to prevent eligible residents—especially those most likely to face language, digital, immigration or healthcare-access barriers—from losing coverage unnecessarily.

Medi-Cal & Denti-Cal Changes for Tri-Valley Residents

Most Medi-Cal members will keep their coverage, but some residents will have new requirements, costs or changes in how they receive care. What applies to you may depend on your age, immigration category, pregnancy status, disability and Medi-Cal eligibility group.

Changes begin at different times in 2027 and 2028. Medi-Cal will send notices to members who are affected. Keep your contact information current, open every Medi-Cal letter and ask for help before your coverage or care is interrupted.

Key dates to know

January 1, 2027 — Fee-for-Service transition
Some members will leave their Medi-Cal health plan and receive care through Fee-for-Service Medi-Cal. This changes how care is delivered—not whether a member can keep Medi-Cal.

January 1, 2027 — Work and activity rules
Some adults ages 19–64 may need to work, volunteer, attend school or participate in job training. Many exemptions apply. Medi-Cal will send a letter if the rule applies.

March 1, 2027 — Six-month eligibility checks
Some adults ages 19–64 will have their Medi-Cal eligibility checked twice a year instead of once. Some groups will continue annual renewals.

July 1, 2027 — Dental coverage and premiums
Some adults will move to emergency-only dental coverage. Some affected members may also need to pay a monthly premium to keep full-scope Medi-Cal. Exceptions apply.

July 1, 2027 — Asset limits
New asset limits affect certain older adults, people with disabilities, people in long-term care and some other eligibility groups. This does not apply to every Medi-Cal member.

October 1, 2028 — Copayments
Some adults may pay copayments for certain specialists, treatments and tests. Exemptions and annual limits apply.

What Fee-for-Service Medi-Cal means

Starting January 1, 2027, some members will receive care through Fee-for-Service (FFS) Medi-Cal instead of a Medi-Cal health plan.

• You will use your Medi-Cal Benefits Identification Card.
• You can see doctors and clinics that accept FFS Medi-Cal.
• Your prescriptions will continue through Medi-Cal Rx.
• Enhanced Care Management and Community Supports offered only through health plans will not continue under FFS.
• You will receive more information before the change begins.

What to do right now:

  1. Update your address, phone number and email with Medi-Cal.
  2. Open every Medi-Cal letter and respond by the deadline.
  3. Renew your Medi-Cal on time.
  4. If you may move to FFS, ask whether your doctor accepts it.
  5. Keep your Medi-Cal Benefits Identification Card.
  6. Ask for help before your coverage or care is interrupted.

Denti-Cal changes beginning July 1, 2027

Starting July 1, 2027, some Medi-Cal members age 19 and older will move from full dental benefits to emergency-only dental coverage based on immigration status. This change affects dental benefits; it does not by itself end Medi-Cal coverage.

Emergency dental coverage includes care for severe tooth pain, serious infections and tooth removal. Routine cleanings, checkups, fillings, crowns and dentures are generally not covered through emergency-only dental.

Use dental benefits now

• Schedule an exam, cleaning and needed treatment if you may be affected.
• Ask your dentist about treatments you may need in the next year.
• Do not wait if you have pain or signs of infection.
• Renew Medi-Cal on time so you do not lose coverage because of a missed deadline.
