We’re not only shining a light on the grantmaker’s perspective, we’re also expanding our scope to include what it takes for organizations to prepare and submit winning grant proposals.
Our 2019 panel features speakers with significant experience working and volunteering in the public service arena and for corporate philanthropy. They’ll bring a wealth of knowledge and practical experience about grants and the variety of options that are available to nonprofit organizations.

About our Speakers:
Julene Allen, Management Consultant, Organizational Effectiveness
Julene has over 15 years of professional experience in Organizational Effectiveness. Her nonprofit experience began in the Santa Barbara Foundation’s Grants Program department where she oversaw childcare scholarships, health blood banking and summer camperships programs, as well as managed the operations for four large grant programs. Julene ran United Behavioral Health’s San Francisco office human resources department’s corporate employee volunteer program and has consulted for Taproot Foundation on human resources and strategic programs. Additionally, she has served as an education program grant evaluator for Cisco Systems Foundation.
Currently, Julene consults and teaches business/industrial psychology at California State University East Bay. Julene holds a M.S. in Industrial/Organizational Psychology from San Francisco State University and B.S. in Psychology from Westmont College. Julene’s motto in life is to “be impactful, globally-minded and engaged.” She lives in Livermore with her husband and daughter.

Helen entered the field of education after a 20-year career with the federal government. For the past 14 years, she has served the Livermore Valley Joint Unified School District (LVJUSD) in many roles, including teaching in the classroom and multiple administrative positions. Prior to her current position as Assistant Director of Curriculum and Special Projects, Helen served students as vice principal at Livermore High School and principal of East Avenue Middle School. A writer at heart, she is always looking for grant opportunities that fit the district’s needs. Her most recent successful grant applications include materials and supplies to create maker-spaces in three elementary schools and funding for a library management software system at Vineyard Independent School.
Helen earned a master’s degree in Educational Leadership from California State University East Bay and a bachelor’s degree in Rhetoric from U.C. Berkeley. In 2015, Helen’s work was recognized both statewide and nationally when she was named by the Association of California School Administrators (ACSA) and the National Association of Secondary School Principals (NASSP) as the California Co-Administrator of the Year.
Matt Rusca Board Director, Livermore Valley Winegrowers Foundation
Matt Rusca has been with his business Grandflow since 1996 and a resident of Livermore since 1987. He holds a degree in Business and is also a graduate of the SSPP School (Society for Service Professionals in Printing). He is currently seated on the Board of Directors for the Livermore Valley Winegrowers Foundation.
Matt has also served on the Las Positas College Foundation Board and the Livermore National Little League Board, as well as on the Advisory Board for Sunflower Hill and as Past President of the Rotary Club of Livermore Valley. Matt has earned numerous awards and appointments for his contributions to youth sports organizations, including currently holding the Friend of Rotary award, honoring him as Former Athletic Director for St. Michaels’ CYO Basketball. Matt is also a past recipient of the Livermore Chamber of Commerce Small Business of the Year Award. He enjoys skiing, cooking, reading and providing community service.
Lori Souza, Board Director, Rotarian Foundation of Livermore
Lori fulfilled a 40-year career at Lawrence Livermore National Laboratory (LLNL). A computer systems analyst by training with extensive experience in Operations, Lori retired from LLNL as the Associate Deputy Director for Operations.
Lori serves the Tri-Valley region in numerous community leadership roles. She has been a Rotarian in Livermore since 1998 and has served two terms on the Board of Directors for the Rotarian Foundation of Livermore. She currently serves as Chair-elect for the Las Positas College Foundation Board and also as a member of the Tri-Valley Conservancy Board of Directors. Lori recently joined the Livermore Shakespeare Organization’s Capital Campaign Committee to secure funding to build a regional Black Box Theater.
